Io Brooks Awarded LSA Graduate Student Paper Prize

May 26, 2025

Congratulations to Iolanthe Brooks for co-winning this year's Law and Society Graduate Student Paper Prize.

Io’s paper, "Shuffling Within the System: The Pervasive Uncertainty of Prison Transfers," introduces the concept of “within-system shuffling”—the practice of transferring incarcerated individuals as a form of punishment. She demonstrates how carceral institutions use movement to control and discipline those perceived as disruptive. Through rich qualitative research, Brooks reveals how this tactic reinforces uncertainty and asserts institutional power, prompting us to reconsider movement as a form of governance felt both personally and collectively.
